This white paper evaluates the progress made on sexual and reproductive health and family planning in Latin America and the Caribbean. It examines national and regional trends in the context of USAID’s graduation policy and argues that the United States should continue to invest in sexual and reproductive health in the region. The paper highlights the findings of a study conducted by reproductive health advocates who traveled to Peru in May 2010 to review the current state of sexual and reproductive health in the country, better understand USAID’s plans to end its population programs in the country, and assess the feasibility and desirability of USAID’s graduation plans.
