Senior Officer - Institutional Development and South to South
Carolina coordinates the implementation of the South-South Program, which is aimed at facilitating and strengthening the exchange of best practices among Member Associations. She liaises with the providers and recipients of technical assistance and evaluates the results of these exchanges. She also supports the accreditation process for Member Associations, assisting with organizing review visits and following up to ensure implementation of the recommendations made during those visits.
Before joining IPPF/WHR, Carolina worked with the Colombian Institute of Family Welfare in Bogotá as an advisor on the sexual and reproductive rights of children and adolescents. She also directed a national program to promote the rights of children and youth in Colombia and managed a multi-country project to prevent HIV and reduce stigma in the military forces of sixteen Latin American countries.
Carolina holds a Master of International Affairs from the School of International and Public Affairs at Columbia University and a Bachelor’s degree in Government and International Relations from the Universidad Externado de Colombia.
