New tool measures global and national progress on securing access to quality care
The International Planned Parenthood Federation (IPPF) is pleased to announce the launch of a new scorecard that tracks the World Bank’s efforts to ensure access to reproductive health services.
Developed in collaboration with other civil society organizations and key World Bank members, The Scorecard: Monitoring and Evaluating the Implementation of the World Bank’s Reproductive Action Plan 2010-15 is a tool for reproductive health advocates, World Bank staff and the media to measure progress towards achieving the goals of the Bank’s Reproductive Health Action Plan, including improved reproductive health outcomes at the national level.
A major financier of global health and development programs, the World Bank launched the Plan in 2010 to reinvigorate its commitment to helping countries strengthen national health systems and alleviate poverty. In particular, the Bank is focusing on broadening access to quality reproductive health following a decrease in funding of 8% between 1995 and 2007.
“This tool will help advocates hold the Bank accountable for implementing the Action Plan and ensuring access to vital- often lifesaving- health services,” said Pierre LaRamée, Director of Development and Public Affairs for IPPF Western Hemisphere Region. “The Bank has a critical role to play in creating demand for reproductive health services at the country level and strengthening the capacity of governments to provide quality healthcare. The scorecard will help track the efficacy of existing efforts, while mapping a sustainable approach for future efforts.”
The Scorecard provides users with a comprehensive overview of the Bank’s Reproductive Health Action Plan, which focuses on three key results areas: reducing high fertility, improving pregnancy outcomes, and reducing sexually transmitted infections, including HIV. In addition, the Scorecard provides a framework for evaluating data from three of the Action Plan’s 57 focal countries: Burkina Faso, Ethiopia and Mali, and already includes some data from year one.
